Ministry proposes joint training in higher education

Such is proposed by the Ministry of Education and Training (MOET) in a draft circular on joint training which is expected to tighten the state management of joint training programs involving foreign elements in the country.

As provided in the draft, online joint training means the cooperation between a foreign training institution and a Vietnamese one to implement training programs via the Internet using information technology and multimedia. Learners following online joint training programs would be awarded higher education diplomas.

In case the time of online learning accounts for 50 percent or more of the total time of a joint training program, such program would be considered an online training, otherwise the program would be a combined classroom and online program.

In order to get a license to provide an online joint training in Vietnam, both foreign training institutions and their Vietnamese partners must have on-going online training programs with at least one graduated class in the discipline and at the level similar to those of the program they are intend to implement in Vietnam.

Training programs of either Vietnamese education institution or their foreign partners may be used for joint-training courses. However, training programs of foreign institutions must be accredited or recognized in their host countries in relevant to their form of training.

The draft circular also requires education institutions to possess sufficient equipment for online training such as audio and video devices to record the whole training process. In addition, they must have a system and mechanism to check, monitor and assess the participation of learners, and a strict training management system to process information quickly and accurately.

In addition to a lecturer and an assistant lecturer for a class with 25 learners at most, online courses must have a technician.

Lecturers and assistant lecturers must be further trained in online teaching methods and skills to be able to use information technology equipment in teaching and designing online lessons, and other skills to interact with, and manage and supervise leaners.- (VLLF)
