Ca Mau rolls out multiple legal support initiatives for businesses

As part of its socio-economic development agenda, Ca Mau province has identified legal support for small- and medium-sized enterprises (SMEs) as a key task, aiming to build a transparent, stable and sustainable business environment. In recent years, through a range of coordinated and practical measures, legal assistance has become a “support pillar” enabling the business community to enhance competitiveness and gradually improve the Provincial Competitiveness Index (PCI).

With more than 90 percent of enterprises in the province classified as SMEs, Ca Mau has clearly identified the challenges facing local businesses, ranging from cumbersome administrative procedures and tax policies to reluctance to incur legal service costs. Many companies still view legal services as a “luxury expense” rather than a strategic investment, leaving them vulnerable to avoidable risks when disputes arise.

To remove legal bottlenecks and position the private sector as a key driver of the local economy, Ca Mau is implementing a comprehensive set of solutions. The provincial Department of Justice has been designated as the focal point, coordinating with relevant departments and agencies in carrying out substantive measures, including reviewing and abolishing overlapping regulations; simplifying and digitizing administrative procedures; and establishing a pool of experienced experts and lawyers to help businesses address issues from the outset. Notably, the costs of expert support will be covered by the state budget.

At the same time, the province is diversifying access channels by organizing training courses and in-depth forums on land, labor and environmental issues, while developing online information platforms such as websites and fanpages, so businesses can access legal updates anytime, anywhere. In the coming period, Ca Mau aims to shift from a “management” mindset to a “service-oriented” approach, helping the province’s business community not only withstand market fluctuations but also expand confidently in the process of international integration.
