CIRCULAR No. 83/2009/TT-BTC: ASEAN nations, Japan to lower tariffs

Under Finance Ministry Circular No. 83/2009/TT-BTC of April 28, promulgating Vietnam’s particularly preferential import tariff for implementation of the ASEAN-Japan Comprehensive Economic Partnership (AJCEP) Agreement (concluded on April 14, 2008), from June 12, many commodities imported from six countries contracting to this Agreement from now to 2012 will enjoy a sharp import duty cut.

Most of commodity items specified in this adjusted list are subject to zero per cent duty.

Milk, electronic appliances, air conditioners, telephones, livestock feed, vegetables, fruits and rice enjoy reduced duty rates ranging from 3-20 per cent.

Automobiles are eligible to pre-set tariff cut, with passenger cars, race cars of heading 8703, ambulances and prison vans scheduled to be subject to a duty rate of 9 per cent gradually reduced to 6 per cent from December 1, 2008, to March 31, 2012; cargo trucks of up to 5 tons, between 5 and 10 tons, between 10 and 20 tons, between 20-24 tons and under 45 tons dutiable at 80, 60, 30, 20 and 18 per cent, respectively. Other types of automobiles will enjoy the zero per cent import duty.

Motorcycles of a high cylinder capacity would be subject to an unchanged duty rate of 90 per cent. Bicycles and electric bicycles will be dutiable at 80 per cent.-
