Targeting both state-employed artists and freelance artists, the 11-article draft requires all artists to comply with legal regulations on art activities and relevant laws, respect the legitimate rights and interests of others in conformity with ethical quality, image, and reputation of the country, and laws. Artists may not cause harms to reputation, health, honor and dignity of others.

Worthy of note, the CoC requires artists who participate in social activities to make public all relevant information. Meanwhile, those who advertise goods or services would have to convey information about utilities and features of such goods or services to the public in a truthful, accurate and clear manner. The posting or spreading of information in violation of regulations, false or unverified information, and information offending the honor and dignity of others would be prohibited.

Artists would be free to express their ideas on the press and social networks but must be honest and refrain from using offensive or repugnant language. In addition, all acts of enticing, instigating, inciting or creating factions, thus causing division or disunity, infringing upon rights and interests of others, or adversely affecting security, national interests and public interests would be absolutely forbidden.

The CoC encourages artists to actively create artistic and cultural works of ideological and aesthetic values. They would have to be exemplary in protecting and spreading good cultural and moral values, fighting social vices, and contributing to the formation of personality as well as principles and values of life for the public.- (VLLF)
