Vietnam needed to carefully plan its tobacco distribution network to strengthen government oversight of the product and reduce its harmful impacts, a Ministry of Industry and Trade official said.

Nguyen Anh Son, deputy director of the Ministry’s Legal Affairs Department, said every locality needed to define and manage the tobacco purchase network.

Conditions to license tobacco trading should be imposed on sellers, sale locations, finance and infrastructure, and distribution network whereas imports should strictly comply with trade regulations, he added.

Nguyen Van De, deputy general secretary of the Vietnam Tobacco Association, recommended to issue standards for cigarettes, tobacco shops, and warehousing so that the association may manage the purchase of tobacco. An information campaign to raise sellers’ awareness about regulations was also needed, he added.

The Ministry of Industry and Trade is proposing plans to reorganize the tobacco purchase network in an orderly and effective manner.-
