An industrial park would be recognized as an eco-industrial park if enterprises located therein are aware of and apply solutions for efficient use of natural resources and cleaner production, according to a draft circular formulated by the Ministry of Planning and Investment (MPI) to guide the construction of eco-industrial parks and eco-businesses.

Under the draft, solutions for efficient use of natural resources and cleaner production include solutions for waste reduction at source such as applying good housekeeping practices and controlling production process to optimize the use of materials and minimize wastes in production; changing materials to attain economic and environmental effects; and renovating and replacing equipment, production lines and technology to reduce loss and improve productivity. Other solutions include collecting and treating scraps and wastes for internal use or exchange with other enterprises, and improving product quality through renovating packaging and designs in a more eco-friendly manner, etc.
Certificates of eco-industrial parks and eco-businesses would be valid for three years from the date of issuance. Eco-industrial park investors and eco-business owners would make annual reports on application of cleaner production solutions and send them to competent authorities for monitoring.
In case an eco-industrial park or eco-business no longer satisfies law-prescribed criteria though its certificate remains valid, its investor or owner would have to report such to competent authorities for the latter to revoke or invalidate the certificate.
Eco-industrial parks and eco-businesses would be evaluated once every three years and evaluation results would serve as a basis for provincial-level People’s Committees and Industrial Park and Economic Zone Management Boards to consider the re-grant, revocation or invalidation of eco-industry park or eco-business certificates.- (VLLF)
