DECISION No. 23/2008/QD-BTC: Import tariff raised on used cars, auto parts

Under Minister of Finance Decision No. 23/2008/QD-BTC of May 8, the import tariff on used cars will increase 11-33% or USD 2,000-3,500 per unit. Import duty amounts on some ordinary categories of imported used cars are specified as follows: cars with five seats or less (including driver seat) and of a cylinder capacity of under 1,000 cm3 will be subject to an import duty of USD 3,500 per unit; those of between 1,000 and under 1,500 cm3: USD 8,000; between 1,500 and 2,000 cm3: USD 12,000; between over 2,000 and under 2,500 cm3: USD 17,000; between 2,500 and 3,000 cm3: USD 18,000; between over 3,000 and 4,000 cm3: USD 20,000; between over 4,000 and 5,000 cm3: USD 26,400 USD; and over 5,000 cm3: USD 30,000.

For automobiles with 6-9 seats (including driver seat): those of a cylinder capacity of 2,000 cm3 or less will be liable to an import duty of USD 10,800; between over 2,000 and 3,000 cm3 : USD 16,000; between over 3.000 and 4.000 cm3: USD 19,000; and over 4.000 cm3: USD 24,000.

For automobiles with 10-15 seats (including driver seat): those of a cylinder capacity of 2,000 cm3 or less will be imposed an import duty of USD 9,500; between over 2,000 and 3,000 cm3: USD 13,000; and over 3.000 cm3: USD 17,000.

Meanwhile, preferential import duty rates applicable to various parts and accessories for automobiles were also raised 5 to 10% under Minister of Finance Decision No. 25/2008/QD-BTC of May 13, which apply to customs declarations of imports starting May 20.

Imported auto parts and spare parts will be generally subject to import duty rates 5-10% higher than current ones. For example, reflectors and rearview mirrors will be liable to an import duty rate of 33-38%; radio or television transmission devices (with or without receivers) and digital cameras to a rate of 15-37%; electric equipment for circuit breaking, protection or connection, such as breakers, relays, switches, fuses, surge suppressors, plugs and sockets to a rate of 10-29%.-
