Under Government Decree No. 104/2009/ND-CP of November 9, prescribing the list of dangerous goods and their transportation by road motor vehicles, the packaging of these goods in the Vietnamese territory must conform to relevant national technical regulations or specific regulations of competent authorities.
From December 31, motor vehicles carrying dangerous goods and the outer sides of each package or container must be placarded with “danger” symbols corresponding to each category of dangerous goods. These symbols must be removed after all dangerous goods are unloaded. Packages and containers not yet thoroughly cleansed after all dangerous goods are taken out are also considered dangerous.
Depending on their chemical and physical properties, dangerous goods are divided into 9 categories: explosives and industrial explosive materials; flammable and non-flammable or toxic and non-toxic gases; flammable liquids; flammable solid and self-reactive substances, other combustible substances and subtances emitting flammable gases in contact with water; oxidants and organic oxides; hazardous and contaminous substances; radioactive substances; corrosive agents; and others.
Persons involved in dangerous goods warehousing or transportation must possess relevant training certificates. It is prohibited to use technically substandard vehicles for dangerous goods transportation.
