Decree No. 18/2012/ND-CP: Road maintenance fund to be set up

The Government on March 13 issued Decree No. 18/2012/ND-CP, on the establishment, management and use of the road maintenance fund, a governmental fund which has the legal person status and a banking account at the State Treasury.

There would be three sources contributable to the fund, including road tolls annually collected on road motor vehicles, additional allocations annually provided by the state budget (for the central fund) and local budgets (for local funds), and other revenues related to road use.

Road tolls collected from motorcycles using roads in localities will be channeled into these localities’ funds. The central fund will get 65% of road tolls collected on automobiles while the remaining 35% will flow into local funds.

The central fund will be used for maintaining and managing national highways while local funds will be spent on maintaining and managing local roads.

This Decree takes effect on June 1, 2012.-
