More sanctions, especially consequence remedies, and heavier fines will be applied from June 15 for administrative violations in animal health care under Decree No. 40/2009/ND-CP of April 24, which supersedes Decree No. 129/2005/ND-CP of October 17, 2005.
Terrestrial animal owners who fail to get their animals vaccinated or refuse to allow health workers to take disease samples from their animals for epidemiological purposes will be fined at least VND 800,000. Those who discharge into the environment carcasses of their animals dying of dangerously infectious diseases determined through clinical diagnosis will face a fine of up to VND 8 million. For individuals and organizations raising animals on a large scale, this fine may be doubled.
A fine of at least VND 500,000 will be imposed for violations of regulations on animal and animal product quarantine, slaughtering control and veterinary hygiene inspection. The maximum fine of VND 40 million will be applied for trading carcasses of diseased terrestrial animals without inspection, certification and permission by animal health agencies.
Acts violating regulations on combat against terrestrial animal epidemics, such as slaughtering and trading in animals and animal products prone to diseases already declared within epidemic areas without permission of competent health animal agencies, will be fined up to VND 4 million. The fine will double in the case of trading in diseased animals and products in areas adjacent to epidemic areas or likely to be hit by epidemics.
