The issuance, implementation, revision and assessment of administrative procedures other than internal procedures within state administrations, procedures inapplicable to individuals and organizations, procedures for handling administrative violations, inspection procedures and procedures involving state secrets, will be controlled on the basis of a Government Office-managed national database which will update every new procedure within five working days.
Administrative procedures should be controlled constantly throughout their implementation process for the purpose of eliminating unnecessary, complicated and cumbersome ones, therefore reducing costs and time for citizens and businesses.
Under Government Decree No. 63/2010/ND-CP of June 8, effective on October 14, officials and civil servants are prohibited from disclosing information on personal and business secrets of persons subject to administrative procedures they perform. They may not request additional dossiers or harass for bribes from entities subject to administrative procedures.
To be practically effective and easily accessible for all parties concerned, all administrative procedures must be commented by administrative procedure control agencies and published or posted on the national database on administrative procedures or websites of the Government or of their issuers right after their issuance, revision or annulment and at least 10 days before legal documents containing them take effect.-
