Debt-collecting service has been recently added into the list of professions and business lines required to satisfy security and order conditions under Government Decree No. 72/2009/ND-CP of September 3. Debt-collecting service providers may commence their operation after obtaining certificates of satisfaction of security and order conditions granted by competent police offices and should notify in writing the date of operation commencemen to these police offices or commune-level police offices in localities where they operate.
Also subject to this requirement are such business lines as seal making; production and trading of industrial explosives and high-content ammonium nitrate (98.5% or higher); production, trading and repair of support tools, hunting rifles and fireworks; provision of accommodations for travelers and lease of offices to foreign entities; printing; pawning service; karaoke bar, dancing hall and massage business; provision of prized video game services for foreigners and casino service.
Accordingly, only Vietnamese individuals and organizations at home may produce seals, only people’s army and people’s security force units may produce and trade in support tools and hunting rifles.
