DECISION No. 1315/QG-TTg: Cigarette smokers, retailers to be restricted within certain places

Under the plan on implementation of the Framework Agreement on Cigarette Control recently approved by the Prime Minister with Decision No. 1315/QG-TTg of August 21, after 2010 cigarettes will be retailed only at certain places planned and approved by competent authorities.

From now to 2010, a schedule on taxation of cigarettes and tobacco product will be formulated, aiming to raise taxes on and prices of these products, especially imported cigarettes subject to the highest duty rate, based on a prescribed minimum price.

From October 1, 2010, smoking will be forbidden in school and preschool classes, health establishments, libraries, cinemas, theaters, cultural houses, production workshops and offices which are at high risk of fire and explosion, and on mass transit vehicles. Eventually, all public places will be of no-smoking status by 2010.

Tobacco products circulated and traded in the domestic market must be labeled, packaged and inscribed with illustrated warnings about smoking harms.

By 2010, the licensing of organizations and individuals trading in tobacco products will be completed in order to prevent their illegal trading.-
