The quality control of construction works is further guided by the Ministry of Construction in Circular No. 27/ 2009/TT-BXD of July 31, which requires investors of construction projects to be responsible for comprehensively managing the quality of construction works from the stage of project preparation and execution to takeover test and putting of works in these projects into effective operation. However, they may authorize project implementation units or project management consultants to do one or several jobs.
From September 15, investors that hire general contractors to formulate work construction investment projects, design works and supply technological equipment (turn-key general contractors) are obliged to approve detailed designs made by general contractors, inspect the capability of contractors against their bid dossiers, approve the construction progress and time of work completion and takeover test, receive work completion dossiers, and inspect the quality of works when finding it necessary to obtain grounds for takeover test.
The new regulation also specifies tasks of investors of projects implemented under build-operate-transfer, build-transfer-operate or build-transfer contracts.
