From September 1, the effective date of Government Decree No. 73/2010/ND-CP of July 12, which replaces Decree No. 150/2005/ND-CP, each administrative violation in the domain of social security and order may be fined between VND 60,000 and 30 million, depending on its severity.
Particularly, narcotic-related violators are subject to much harsher sanctions under the new regulation as compared to current relevant regulations. Those who make or trade in tools used for injecting or smoking narcotics, provide places or tools for addicts to use narcotics or otherwise facilitate the use of narcotics, prescribe, dispense or trade in habit-forming drugs in violation of regulations will face a fine of VND 5-10 million.
Drunken people who disturb public order not seriously enough for penal liability examination, those who fire and fly hot-air lanterns or balloons in populated urban centers, industrial parks, warehouse areas and ports or play flying toys by remote control in airfields or other restricted areas will be fined VND 0.5-1 million.
