The Minister of Construction, in Directive No. 07/2007/CT-BXD of November 5, requests provincial/municipal administrations to intensify inspection and observance of construction investment and quality control procedures applicable to the construction of multi-storey buildings.
Subject to inspection and observance are construction permits; conditions of contractors’ capability and experience for construction of basements; observance of prescribed order and procedures for designing and installing systems for the observation of irregularities of works under construction and surrounding works.
Before granting construction permits, competent authorities organize field surveys and make written records of the actual state of surrounding works.
Apart from documents required under Government Decree No. 112/2006/ND-CP of September 29, 2006, and Construction Ministry Circular No. 02/2007/TT-BXD of February 14, 2007, project investors must add photos of the actual state of works surrounding their works into their dossiers of application for construction permits. For high-rise buildings with basements, number and areas of basement floors must be publicly notified on their signboards and investors must hire independent consultants to assess construction designs proposed by contractors before approving such designs.
Construction contractors are obliged to install systems for the observation of irregularities in works and surrounding works. When there is a sign of an abnormal phenomenon during construction, they should suspend construction and report it to investors for handling.-
