Addressing the seminar, Deputy Director Phan Hong Nguyen of the Ministry of Justice’s Law Dissemination and Education Department emphasized the important role of drafting agencies in elaborating plans for carrying out public communications about draft policies and laws.

Public communications should focus on rights and obligations of Vietnamese citizens in general and overseas Vietnamese in particular as well as issues concerning civil status, citizenship, authentication; entry and exit; and the State’s protection policies for Vietnamese citizens abroad, Nguyen said.

The official also underscored the necessity to enhance cooperation between press agencies, the drafting agency and diplomatic agencies in carrying out public communications about draft policies and laws to overseas Vietnamese so as to ensure multidimensional, objective and accurate information, he noted.

Deputy Director General of the Ministry of Information and Communications’ Authority of Foreign Information Service Nguyen Van Thuat suggested drafting agencies coordinate with and provide information on draft policies and laws to press agencies.

Drafting agencies should take the initiative in posting such information on websites of ministries, sectors, localities and press agencies in various languages and using smart technologies, digital platforms and social media to spread information to the overseas Vietnamese community, Thuat added.

Representatives from the Vietnam News Agency, Vietnam Television and Radio Voice of Vietnam all underlined the need for close coordination between drafting agencies and press and media agencies in disseminating information about draft policies and laws to overseas Vietnamese as well as in receiving and conveying their feedback to competent authorities. In addition, as the overseas Vietnamese community is living in different countries and territories, communications campaigns about draft laws and policies should be carried out in various languages, making the fullest use of modern technologies so as to produce multimedia products for different groups of targeted subjects.

The seminar was jointly held by the Ministry of Justice’s Law Dissemination and Education Department and the Vietnam News Agency’s Vietnam Law and Legal Forum magazine.- (VLLF)
