Domestic wastewater subject to environmental protection charge

This is provided in Government Decree No. 154 dated November 16, 2016, on environmental protection charge for wastewater.

Accordingly, organizations and individuals discharging industrial wastewater and domestic wastewater into the environment must pay the environmental protection charge.

In cases higher charge rates are required for domestic wastewater, provincial-level People’s Councils will set specific rates suiting the actual situation of their localities.

Regarding domestic wastewater discharged from organizations and households using self-exploited water, except households eligible for charge exemption, the charges are calculated for each person based on the average water consumed by one person in the commune, ward or town where water is exploited, and the average selling price of one cubic meter of clean water in such area.

Under Decree No. 154, the environmental protection charge will not be imposed on water discharged from hydropower plants and water circulated in processing and production establishments, seawater discharged after being used in salt production, domestic wastewater discharged from organizations, individuals and households in areas entitled to state price subsidy, household wastewater in communes and areas where no clean water supply system is available, cooling water, rainwater, wastewater discharged from fishing vehicles, and concentrated domestic water processed by units managing and operating water drainage systems.

Clean water providers will collect the environmental protection charge for domestic wastewater of organizations and individuals using clean water while People’s Committees of communes, wards and towns will collect the charge from organizations and households using self-exploited water. Provincial Departments of Natural Resources and Environment will collect the charge of industrial wastewater.

This Decree will replace Government Decree No. 25/2013/ND-CP dated March 29, 2013, on environmental protection charge for wastewater.- (VLLF)
