Government gives green light to educational reform

The Prime Minister has recently approved a nine-solution action program on a basic and comprehensive education and training reform to raise the quality of education up to regional standards by 2030.

According to Resolution No. 44/NQ-CP of June 9, the first solution includes the disseminating and raising the public awareness about education reform, attaching importance to commending “good deeds and good people, and completing the national education system in an open and flexible manner.

In the meantime, the general education program will be streamlined and modernized with the aim of promoting students’ capacity and virtue.

In particular, the program will attach importance to practical experience activities in order to educate pupils in ethics, lifestyle and specific skills.

The Government also encourages individuals and organizations to participate in compiling textbooks in printed and electronic versions based on the general education program designed by the Ministry of Education and Training for uniform application nationwide, and to form an online lecture bank for reference.

Tertiary and vocational training programs will be reviewed and adjusted to meet the needs for high-quality human resources of sectors and localities.

The Government gives a go-ahead for the renovation of the upper secondary education graduation exam and university entrance exam. Accordingly, results of a national exam will be recognized for upper secondary education graduation exam and for university and college enrollment.

The development of a contingent of leading experts and teachers will receive due attention.

General and pre-school education teachers will be retrained to use new textbooks in teaching. Wage policies will be adjusted to attract qualified teachers.

Another solution is intended to promote the socialization of education and vocational training, in which pre-school, vocational, and non-public tertiary education will receive incentives regarding land, capital and physical facilities.

According to the resolution, one of the most important solutions is to selectively and creatively take advantage of the advanced educational models, through expanding international cooperation, to rapidly promote the reform progress and raise training quality up to international and regional standards.
