Road tolls to be used for rural road maintenance

As provided in Government Decree No. 56/2014/ND-CP of May 30, amending and supplementing a number of articles of Government Decree No. 18/2012/ND-CP of March 13, 2012, on road maintenance funds, road tolls for motorcycles will be used to maintain rural roads according to the new countryside construction program or added to local budgets.

Accordingly, a provincial-level People’s Committee may spend all or part of the collected tolls for building or maintaining its commune-level rural roads. However, the allocation rate must ensure the balance between the needs for new roads and the local road system’s maintenance requirements, be suitable to the local budget revenue and expenditure situation, and ensure the efficient use of capital sources.

Besides, under the new regulation, the Ministry of Finance will assume the prime responsibility for guiding the management of collected road tolls, specifying the period of declaration and remittance of road tolls for automobiles, and promulgating annual road toll rates for automobiles and motorcycles.

This new regulation will take effect on August 20, 2014.-
