Prime Minister Le Minh Hung - Head of the Government's Steering Committee for Development of Science and Technology, Innovation and Digital Tranformation on July 29 signed Decision 88/QD-BCDCP, promulgating an 100-day action plan to remove persistent digital transformation bottlenecks.
The action plan will run from July 11 to November 30, 2026, focusing on translating urgent requirements into specific tasks, and accelerating delayed work through the comprehensive implementation of solutions.
To this end, the plan establishes unified principles for the governance of data, digital infrastructure, digital platforms and online public services, while ensuring information security, cybersecurity and data protection. It also seeks to address fragmented investment, data siloing, system duplication and delayed disbursement of allocated resource so as to ensure that data, once created, will be connected, shared and promptly put into use.
The plan is expected to deliver concrete, measurable, verifiable and operationally viable products. Its key performance indicators include tangible outputs, numbers of active users, reductions in paperwork, processing times and costs, and overall satisfaction among citizens and businesses.

Under the plan, the Ministry of Agriculture and Environment is assigned to take the lead in developing a national multidisciplinary digital mapping platform, aiming to integrate priority data layers, including land, planning, construction, transport, logistics, natural resources and public investment data, to speed up project preparation and approval.
The Ministry of Science and Technology is tasked with establishing a National AI Competence Centre. The centre will develop a shared AI platform for public services based on an AI-First/AI-Native approach. It will also develop controlled pilot versions of AI assistants and AI-based tools supporting public services, institutional improvement, and leadership, direction and administration, adhering to the principle that human oversight remains mandatory in all final decision-making processes.
Meanwhile, the Ministry of Public Security and the Ministry of National Defence will coordinate with related ministries, agencies and localities to improve the legal framework and establish a digital identity platform for unmanned aerial vehicles, thus facilitating real-time management and licensing.
The action plan forms part of the Government’s efforts to organise and accelerate the implementation of directives and tasks set out in documents issued by the Central Steering Committee for the Development of Science, Technology, Innovation and Digital Transformation, including Notices 24-TB/CQTTBCD and 25-TB/CQTTBCD and Plan 05-KH/BCDTW.- (VLLF)
