The Prime Minister on July 18 approved, under Decision 1308/QD-TTg, the National Data Strategy for the 2026-30 period, with a vision towards 2045, aiming to turn data into a strategic resource and a new driver of the country’s governance, economic growth and digital transformation.
The strategy aims to build a unified, modern, secure, reliable, interconnected and shared-use national data ecosystem. It calls for the synchronous development of national and sector-specific databases, shared-use data platforms, data repositories and computing infrastructure under a uniform architecture.
The strategy also seeks to develop the data economy, data industry and data market, aiming to strengthen Vietnam’s technological autonomy in AI infrastructure, high-performance computing, core data platforms and data products while ensuring cybersecurity, personal data protection and national data sovereignty. These efforts are expected to facilitate the country’s rapid and sustainable development in the digital era.
To realise these goals, the strategy sets specific targets by 2030 across several key sectors.
Specifically, all framework legal texts governing data will be formulated or revised. Ministries, sectors and localities will have to issue their own data strategies, architecture frameworks and governance frameworks while publishing and connecting data dictionaries in conformity with unified national standards. Every agency processing at least one million data records will undergo data audits every two years.
The strategy calls for building and commissioning of three national data centres for shared-use high-performance computing and AI infrastructure for eligible state agencies, research institutes and organisations. At the same time, all core data and critical digital platforms will be protected by multilayered backup systems, allowing essential data services to be restored within four hours of disruption.
It is also required to standardise all open data published on the National Open Data Portal, while key datasets will be cleaned, labelled and anonymised before being added to the National AI Data Repository. This is expected to support the development and training of at least 150 “Make in Vietnam” AI models, data products and services.
To promote the data economy, the strategy aims for at least five data exchanges, 1,000 data-related enterprises and 30 data intermediaries to be operational by 2030. The country also plans to provide data governance and analytics training courses to at least 50,000 participants being officials, civil servants and public employees. Data and AI skills training will also be provided to some 300,000 participants being workers, while a core workforce of at least 5,000 data specialists will be developed.
To safeguard the national data sovereignty, the country plans to establish a national data security monitoring system operating around the clock. More than 90 per cent of information systems containing core data are expected to fully conform to the existing protection standards.
By 2045, it is targeted that all leadership, direction, governance and administrative activities of Party and State bodies will be supported by data, with at least 90 per cent of major decisions and policies formulated using data analytics and AI. The country also seeks to rank among the world’s top 30 countries in data governance, data utilisation and AI development and to become a regional hub for data storage, processing, connectivity and cross-border transfer.- (VLLF)
