Management of liquefied petroleum gas trading to be tightened

The Minister of Industry and Trade recently requests intensification of the inspection and handling of violators in liquefied petroleum gas (LPG) trading.

Under Directive 13/CT-BCT dated October 4, the Minister said despite the recent efforts of functional agencies in the management of LPG trading, many prestigious LPG businesses still have their LPG bottles improperly used and illegally marketed by others after modifying or reshaping them, thus causing fire and explosion risks and threats to consumers’ property and lives.

The Minister requests provincial-level Industry and Trade Departments, the Vietnam Gas Association, and units under the Ministry to enhance the state management of LPG production and trading; strictly supervise the operation of LPG producers and traders in their localities, and carry out extraordinary inspection so as to early detect and handle violators.

LPG producers and traders that fail to maintain law-prescribed business conditions, and conditions on safety, and fire and explosion prevention and control would be suspended from operation or have their business eligibility certificates revoked, said the Directive.

Under the Directive, local market surveillance branches are tasked to coordinate with functional forces in inspecting the observance of regulations on business conditions, and conditions on assurance of fire and explosion safety of LPG wholesalers and agents, bottled LPG stores, filling stations and supply stations, LPG bottle production and repair establishments.

Units under the Ministry will coordinate with related agencies in reviewing the consistency of current legal documents on management of LPG trading activities with the production and trading reality.

The Vietnam Gas Association is requested to proactively coordinate with provincial-level Industry and Trade Departments and market surveillance branches in providing information necessary for the inspection and handling of violation acts in LPG trading.- (VLLF)
