More investments in upgrading water supply and drainage systems

All possible sources should be mobilized for investment in improvement of the systems of water supply and drainage and disposal of household solid wastes.

This goal is set in the Scheme approved under Prime Minister Decision No. 1196/QD-TTg of July 23, which aims at achieving all targets specified in the orientation for development of the water supply and drainage system and the strategy for general management of solid wastes approved by the Prime Minister; and making the best use of resources from all economic sectors to ease state budget burdens and improving investment efficiency.

To achieve such targets, the Scheme requires incorporation of specialized plans on water supply and drainage and disposal of solid wastes in local construction plans as a basis for identifying projects prioritized for investment.

In addition, a number of mechanisms and policies will be further improved. By 2020, clean water prices will no longer be subsidized by the state budget. Water drainage service charges will also be gradually raised to make up for investment, management and operation costs of the water drainage system.

Charges for the collection and transportation of household solid wastes will also be adjusted to fully cover expenses, especially in urban centers.-
