The fifth session of the National Assembly Standing Committee ended its two working days on January 11 with discussion about the implementation of the Law on Promulgation of Legal Documents by People's Committees and People's Councils.

The fifth session of the National Assembly Standing Committee ended its two working days on January 11 with discussion about the implementation of the Law on Promulgation of Legal Documents by People's Committees and People's Councils.

The Standing Committee said the implementation of the law, which was adopted in 2004, had helped raise the quality of legal documents written at local level People's Committees and People's Councils, and improve the efficiency of the state management of local authorities.

However, there remained shortcomings in the implementation of the law, such as the lack of regular supervision by higher-level agencies.

Regarding the draft resolution on supervision results of the promulgation of legal documents, NA Vice Chairman Uong Chu Luu said the resolution should clearly entrust the Government to promptly review the implementation of the law on the work and require People's Councils and People's Committees to ensure procedures, content and forms of issued legal documents.

In his closing speech, NA Chairman Nguyen Sinh Hung asked the NA Standing Committee and the law compiling board to continue finalizing draft laws with the participation of relevant ministries, agencies and NA deputies to ensure draft laws were built carefully in line with regulations and were of high quality.

More than 186,300 legal documents were issued at all levels during the 2005-10 period.

During the session, deputies discussed draft laws on advertisement, administrative punishment, judicial assessment, education and dissemination of laws.-
