New rule opens door to overseas Vietnamese language proficiency assessment exams

Vietnam is set to internationalise its Vietnamese language proficiency assessment system, as a new regulation effective from April 15 allows a wider range of entities to jointly organise such exams, including overseas.

The new regulation is included Circular 09/2026/TT-BGDDT on the organisation of foreign-language proficiency and Vietnamese language proficiency assessment exams, recently issued by the Ministry of Education and Training.

Under the Circular, higher education institutions and other establishments engaged in higher education activities, both in Vietnam and abroad, may enter into cooperation agreements or contracts with qualified assessment organisations to conduct Vietnamese language proficiency exams in foreign countries.

The Circular also encourages and supports Vietnamese educational institutions in establishing branches, opening representative offices, implementing educational programmes, and expanding cooperation in Vietnamese language teaching abroad. These measures aim to promote Vietnamese cultural and traditional values internationally, particularly among overseas Vietnamese communities.

To ensure the quality of examinations, the Circular clearly defines the responsibilities of relevant organisations. These include issuing detailed regulations on exam organisation, covering operational procedures, joint activities, financial management and information disclosure.

In addition, the Circular requires enhanced digital transformation and application of information technology across all stages of exam organisation. It introduces measures to ensure that exams are conducted safely, objectively, fairly and rigorously, while setting strict requirements for the confidentiality of examination materials before, during and after the exams.- (VLLF)
