The national population database management agency would establish personal identification numbers (PINs) for citizens having birth registration certificates but not yet been issued PINs.
According to a draft decree compiled by the Ministry of Public Security (MPS) to revise Decree 137 of 2015, PINs would be established for citizens based on their personal information available on the national population database. After establishing PINs, the national population database management agency would notify citizens of their PINs and personal information.
If information is insufficient, citizens would be required to provide additional information to police offices in the localities where they reside so as to update and correct information on the national population database.
For citizens who have been issued PINs but wish to change gender information, they would have PINs re-issued after making civil status registration related to gender reassignment.
The citizen identity card-issuing authority might use such PINs to issue citizen identity cards.
The draft also emphasizes that citizens may exploit their personal information on the national population database to carry out administrative procedures or conduct civil transactions via the database management agency’s portal.- (VLLF)
