The Ministry of Planning and Investment is working on a draft decree allowing state management agencies in charge of enterprise registration, labor, insurance and taxation to coordinate with one another in shortening the time of carrying out procedures related to business startups.

Procedures governed by the draft decree include granting enterprise registration certificates, making labor declarations, granting social insurance identification numbers, and using invoices printed under orders and self-printed invoices.
According to the draft decree, after granting enterprise registration certificates to enterprises, the National Business Registration System (NBRS) would send information on granted enterprise registration certificates, certificates of registration of affiliated units of enterprises and their estimated total number of employees to information systems of agencies in charge of state management of labor. Agencies in charge of labor management will provide the NBRS with information on change in the number of employees of enterprises and their affiliated units for supervision in accordance with law.
Similarly, business registration agencies could coordinate with social security agencies to serve the state management of social insurance. Identification numbers of enterprises and affiliated units would be used as their insurance identification numbers. When an enterprise or affiliated unit pays social insurance premiums, information on the number of employees paying social insurance premiums would be transmitted from the social insurance database to the NBRS for supervision and management.
When a dossier for enterprise establishment registration or affiliated unit operation registration is considered valid for grant of an enterprise registration certificate or a certificate of registration for operation of an affiliated unit, information on the enterprise registered for establishment or affiliated unit registered for operation would be sent to the tax administration information system from the NBRS. The tax administration information system would automatically create an identification number for the enterprise or affiliated unit and decentralize a tax administration agency to manage the enterprise or affiliated unit and send such information back to the NBRS.- (VLLF)
