By 2025, at least 30 percent of small- and medium-sized enterprises (SMEs) and 60 percent of their legal aid providers will be provided with legal retraining so that they will be able to mitigate their legal risks during business operation.

This is the main point of Prime Minister Decision 81/QD-TTg dated January 19, approving a legal aid program for SMEs in the 2021-2025 period.

The program aims to synchronously and effectively utilize achievements of the Industry 4.0 in providing legal aid for SMEs; direct legal aids activities for ministries, sectors and localities to apply legal knowledge to their SMEs; and promote awareness and sense of legal compliance and reduce legal risks and obstacles of SMEs, enhancing their active role in the process of improving the legal framework toward better business environment, competitiveness and law enforcement.

To better providing legal information to enterprises, in the 2021-25 period, the Government will build up a database related to legal concerns of SMEs; update information on policies and projects to improve enterprises’ legal awareness; collect feedback regarding legal problems from SMEs and report them to competent authorities for revising existing regulations and organizing effective law enforcement.

Under the Decision, the Government will also organize legal consultancy activities in both direct and indirect forms such as forums and dialogues as well as via other consulting platforms to ensure all requests for advices of SMEs through the program are resolved.

Under the program, three groups will be formed to perform different tasks, including legal information provision, legal training and consultation for SMEs.-
