The Prime Minister has just signed Directive No. 20/CT-TTg, forbidding inspection of enterprises more than once a year.

The directive was inked right after a national-level dialogue titled “Walking in the step of businesses”, which was held on May 17 between the Prime Minister and representatives of 2,000 enterprises nationwide.
Under Directive No. 20, the Prime Minister highlights several documents promulgated to facilitate corporate development following the Resolution of the XIIth National Party Congress and the 2016-2020 five-year socio-economic development targets.
Ministries, sectors and local governments have made great efforts in renewing inspection and examination of enterprises, and reducing overlapping and troublesome procedures for enterprises.
However, hurdles remained in inspection activities, including harassment, lax coordination among inspection authorities, prolonged inspection and delays in issuing inspection conclusions, among others.

To redress the situation, the Prime Minister requested ministers, heads of ministerial-level agencies and chairpersons of provincial-level People’s Committees to strictly direct inspection work within their assigned state management scopes.
Specifically, an enterprise will be inspected for no more than one time in a year. In case inspection plans coincide state audit plans, inspectorates must work with the State Audit Office and the Government Inspectorate to avoid repetitive inspection. The directive also specified responsibilities of inspecting agencies in handling units and individuals responsible for overlapping inspections.
In addition, inspection decisions should be issued only upon clear detection of violations.- (VLLF)
