PM sets up national cybersecurity committee
A national steering committee for emergency response to ensure cybersecurity will be formed to deal with cyber-attack incidents, according to Prime Minister Decision No. 05/2017/QD-TTg dated March 16.

A national steering committee for emergency response to ensure cybersecurity will be formed to deal with cyber-attack incidents, according to Prime Minister Decision No. 05/2017/QD-TTg dated March 16.

Accordingly, the committee will be responsible for directing the Ministry of Information and Communications (MIC), Ministry of Public Security, Ministry of National Defense and related ministries, sectors and localities in taking immediate steps to cope with cybersecurity threats.

Specifically, the MIC is tasked to assist the committee in making decisions on how to respond to cybersecurity incidents, coordinating actions of dealing with cybersecurity incidents and directing the national coordination agency to receive, collect and process information and report on, cybersecurity incidents.

As defined in the decision, a serious cybersecurity incident means an incident when level-IV or level-V information systems or systems on the list of national important information systems have their services interrupted, are at risk of having confidential data or state secrets disclosed, important data partly lost, lose their control, or encounter wide-area incidents which may have chain impacts or cause harms to other level-IV or level-V systems; and when administrators of such information systems are unable to control and deal with such incidents.

The Decision also specifies the system of plans on emergency response to cybersecurity incidents. Specifically, this system is divided into four levels including cybersecurity incident response plans of the national important networks; networks of state agencies, political organizations and socio-political organizations; networks of local administrations; and networks of enterprises.

This Decision will take effect on the date of its signing and not apply to the information systems under the management of the Ministry of National Defense and Ministry of Public Security.- (VLLF)
