Prime Minister directs the promotion of lawyers’ role
The role of the Vietnam Lawyers Association (VLA) should be further promoted, Prime Minister Nguyen Xuan Phuc affirmed in a recently issued document on intensifying the implementation of solutions to promote lawyers’ role.

The role of the Vietnam Lawyers Association (VLA) should be further promoted, Prime Minister Nguyen Xuan Phuc affirmed in a recently issued document on intensifying the implementation of solutions to promote lawyers’ role.

With Directive 21/CT-TTg, which can be regarded as a follow-up document of Directive 08 of 2013 on solutions to improve operational quality and effectiveness of VLA, the cabinet head requests ministries, sectors and localities to perform some tasks to redress existing difficulties and shortcomings in the implementation of Directive 08.

Specifically, ministries, sectors and localities will support and create conditions for the VLA to consolidate their organizational apparatus and develop their contingent; to appoint lawyers who possess appropriate qualifications to full-time positions; and to provide refresher courses to improve political, professional, and ethical qualifications for their members.

In order to promote the role of lawyers in legislative work, the Prime Minister assigns the Ministry of Justice (MOJ) to enhance the engagement of the VLA in law- and policy-making process through participating in the formulation and appraisal of, and contributing opinions on, draft legal documents; providing policy consultancy and criticism; organization of seminars, talks and discussions about matters on institution, policy and law building and improvement.

The MOJ will consider measures to effectively use the pool of law rapporteurs and conciliators being VLA members and create conditions for the VLA to join law education and dissemination and grassroots conciliation, focusing on such activities as compiling materials, provision pro bono legal counseling to the poor, etc. The ministry will also seek ways to facilitate the VLA’s oversight of the implementation of laws and settlement of legal disputes.

Government Inspectorate is required to propose and implement measures to promote the position and role of VLA members in citizen reception and complaint settlement in accordance with law.

The Ministry of Foreign Affairs will take measures and create favorable conditions for the VLA to enhance the capacity of implementing people-to-people diplomatic missions; raise the role of the VLA within the ASEAN Law Association (ALA), International Association of Democratic Lawyers (IADL), Confederation of Lawyers of Asia and the Pacific (COLAP), and other democratic and advanced lawyers organizations in the world.- (VLLF)
