Prime Minister sets deadline for issuance of guiding documents
Under a recent official letter on the promulgation of documents detailing laws and ordinances, the Prime Minister requests ministers and heads of ministerial-level agencies to submit guiding documents to the Government or Prime Minister for promulgation or promulgate them before September 15.

According to the Ministry of Justice, 105 documents or two-thirds of should-be-issued documents to guide 27 laws and ordinances have not yet been issued though such legislations have now become effective. So far, only 10 among 59 documents have been issued to detail 10 laws and ordinances that came into force on July 1.

The tardiness in promulgating guiding documents has seriously affected the implementation of provisions of new laws and ordinances. Therefore, the Prime Minister requests ministers and heads of ministerial-level agencies in charge of drafting documents to personally direct the elaboration and submission of guiding documents.

Each ministry and agency must have specific plans and define responsibilities of every unit and individual in the elaboration and submission of documents, regularly supervise implementation and strictly handle violations of units and individuals that slow down the process of elaboration or fail to ensure the quality of documents.

The Prime Minister directs the Ministry of Labor, War Invalids and Social Affairs, the Ministry of National Defense, the Ministry of Finance, the Ministry of Foreign Affairs, the Ministry of Public Security and the Vietnam Social Security to expeditiously complete the elaboration of 23 documents detailing the laws on civil status, social insurance, excise tax and citizen identification, which will take effect on January 1 next year.-
