Prime Minister Pham Minh Chinh has recently signed an official telegraph, urging the implementation of solutions for ensuring the supply of petrol and oil in the domestic market.

Official Telegraph 99/CD-TTg dated September 23, 2024, clearly states that as fuel is not only an essential consumer product but also an important input material for production and business, related ministries and sectors need to take drastic measures to continue ensuring uninterrupted supply of these goods items in the coming time.

Firstly, the Prime Minister asks the Minister of Industry and Trade to direct petrol and oil wholesalers to proactively in secure their supply sources, avoiding any interruptions in the supply of goods in their distribution networks, from wholesalers, distributors and agents to retail stores and maintain regular sales activities prices.

Besides, it is necessary to monitor petrol wholesalers’ fulfillment of the minimum fuel supply targets allocated to them, especially poor-performing ones, and direct and guide the regulation of the market, thus ensuring the balance of fuel supply-demand balance in each local area.

The head of the fuel market watchdog is also required to take the initiative in formulating plans for the petroleum market for 2025 and subsequent years and be held responsible for insufficiencies or disruptions in fuel supply for the domestic market. To this end, the minister will have to keep a wary eye on developments in the domestic and international commodity markets as well as climate and weather forecasts so as to ensure fuel security in any circumstances

The head of the Government also assigns tasks to other cabinet members and localities.

Specifically, the Minister of Finance is requested to strengthen inspection and supervision of fuel wholesalers’ contribution to, and management and use of, the Petroleum Price Stabilization Fund so as to detect and strictly handle violations. The State Bank Governor is tasked to join hands with the Minister of Industry and Trade to support petroleum wholesalers and distributors in accessing capital sources. Meanwhile, provincial-level People’s Committee chairpersons are assigned to, on the one hand, create favorable conditions for the transportation, circulation and distribution of petroleum products in their localities and, on the other hand, take measures to fight against cross-border smuggling of petrol and oil.- (Quang Tu)
