Revised Law to help prevent crimes and violations related to weapon use

With more than 94 percent of votes in favor, the National Assembly (NA) on June 29 passed the revised Law on Management and Use of Weapons, Explosives and Support Tools, which is set to take effect early next year.

The 75-article Law stipulates the management and use of weapons, explosives, explosive precursors and support tools; as well as responsibilities of agencies, organizations and individuals in the management and use thereof to ensure national security and social order and safety, protect human rights and civil rights, and serve socio-economic development.

Noticeably, the Law adds a new definition of knife with high lethality as a form of rudimentary weapons. It also provides regulations on management of knives of this kind based on their use purposes. This aims to help criminally handle violations involving the use of such knives as weapons, thus meeting the requirements of crime prevention and fighting work.

It is clearly stated in the Law that knives with high lethality are not considered weapons if they are used in work, production and daily life. However, such knives will be subject to strict management so as to avoid being used for commission of violations.

Under the Law, organizations and enterprises under the Ministry of Public Security and Ministry of National Defense are allowed to repair, trade in, export and import military weapons and sports weapons, while others may participate in researching, manufacturing, producing and repairing these weapons if satisfying the law-specified conditions.- (VLLF)
