Under Decision 1851/QD-TTg, the plan aims to guide policies on supporting transfer, mastering and development of technologies from foreign countries into Vietnam, particularly source technologies, high technologies and platform technologies in order to narrow the gap in terms of technology level and capability between Vietnam and other developed countries in the region and the world, thus contributing to restructuring the economic sectors serving the national industrialization and modernization, particularly those with high international competitiveness.

It aims to improve policies facilitating transfer, mastering and development of technologies from overseas into Vietnam, with priority given to such fields as information technology, electronic industry, mechanics and manufacturing, hi-tech agriculture, preservation and processing of agriculture-aquatic-forestry products, construction, transport and infrastructure, environmental protection, climate change response, pharmacy and health care.

Raising technology capability of local institutions and businesses for transfer into Vietnam, mastering and development of overseas technologies is one of the primary goals set by the plan.

To achieve the above goals, relevant mechanisms and policies will be improved to ensure effective state management of this domain. Besides, investment in infrastructure facilities to support entities involved in transfer into Vietnam, mastering and development of overseas technologies must be associated with the improvement of human resource quality.- (VLLF)
