Vietnam strengthens international cooperation to master strategic technologies
The Prime Minister has issued a strategy on international cooperation in strategic technologies through 2030, aimed at helping the country master core technologies, strengthen technological self-reliance and enhance national competitiveness.

Issued under Prime Minister Decision 139/QD-TTg dated August 11, the Strategy on international cooperation on strategic technologies through 2030 sets out measures to expand cooperation, mobilise international resources and improve Vietnam’s access to, and capacity to develop, strategic technologies.

The strategy is among the key tasks set out in Government Resolution 11/NQ-CP, which updates the Government’s Action Programme for implementing Politburo Resolution 57-NQ/TW dated December 22, 2024, on breakthroughs in science, technology, innovation and national digital transformation.

It identifies six main groups of solutions for promoting international cooperation in strategic technologies.

The first focuses on creating a favourable environment for cooperation, thereby promoting international cooperation activities that support the development of strategic technologies.

The second calls for the effective implementation of international commitments and agreements, helping concretise international cooperation activities related to strategic technologies.

The third seeks to improve access to technology, enabling Viet Nam to tap international resources and technological advances to support its strategic technology development goals.

The fourth focuses on strengthening technological development capacity, particularly research and development capabilities and the ability to master strategic technologies.

The fifth provides support for enterprises and encourages their participation in international cooperation activities involving strategic technologies.

The sixth focuses on policy advice and recommendations, thus providing a basis for the formulation and improvement of policies on international cooperation and strategic technology development.

Through these measures, international cooperation is expected to contribute directly to the development of strategic technologies, support sustainable development, safeguard national defence and security, and strengthen Vietnam’s technological self-reliance.

The strategy follows Prime Minister Decision 1493/QD-TTg dated August 6, which approved the Special National Programme on Science, Technology and Innovation for Strategic Technologies.

The programme aims to master, develop, refine and commercialise highly competitive strategic technology products, enabling Vietnam to gradually participate in global value chains. It also seeks to develop core technologies, establish a strategic technology ecosystem and strengthen linkages among the State, enterprises, and science and technology organisations, thereby enhancing national technological self-reliance and competitiveness.

For the 2026-30 period, the programme targets the mastery of at least four strategic technologies and the development and commercialisation of at least 15 strategic technology products, including at least five to be commercialised in regional or international markets. It also aims to develop at least 20 enterprises capable of mastering strategic technologies and strategic technology products, including at least five with products joining global value chains.

International cooperation is an important component of the programme. It is expected to support the research, development, mastery, transfer and co-development of strategic technologies, while attracting foreign experts and science and technology organisations to participate in relevant tasks.

The programme also calls for stronger participation in international standardisation activities and the mutual recognition of testing, inspection and certification results for strategic technology products.

Together, Decision 139/QD-TTg and Decision 1493/QD-TTg establish a broader policy framework linking international cooperation with Vietnam’s strategic technology development ambitions. The measures are expected to accelerate the country’s efforts to master core technologies, develop competitive strategic technology products and strengthen its long-term technological self-reliance.- (VLLF)
