The measure is provided for in Decree 304/2026/ND-CP, dated August 3, on the mobilisation of scientific, technological and technical resources for activities of the People’s Public Security Forces. The decree provides detailed guidance on Clause 2, Article 33 of the Law on the People’s Public Security Forces.
It also allows the mobilisation of domestic and foreign scientists, experts, talented individuals, educators, practitioners and managers working in science, technology, innovation and digital transformation.
Under the decree, technologies and other resources may be mobilised for technology transfer, scientific research and technological development in accordance with laws on science and technology, innovation, high technology, technology transfer, data and intellectual property.
These include advanced, high, strategic, core, emerging and clean technologies, as well as rights to use scientific research and technological development results, computer programmes, databases and trade secrets. Other intellectual property assets protected under intellectual property law may also be mobilised.
The decree also sets out benefits and remuneration for individuals who are mobilised.
Cadres, civil servants and public employees will continue to receive their full salaries, bonuses and other statutory benefits from their employing agencies during the mobilisation period. They may also receive an additional allowance of up to 100 per cent of their current salary under contracts with the Ministry of Public Security.
Individuals who do not receive salaries from the state budget will be paid remuneration under contracts with the ministry.
The amount will be determined based on the tasks assigned and prevailing labour market rates, in line with regulations on the selection and employment of leading domestic chief engineers and chief architects and policies aimed at attracting talent in science, technology, innovation and digital transformation.
Those required to work overtime, at weekends or on public holidays will also be entitled to benefits in accordance with labour law.-(VLLF)
