The year 2007 marks Vietnam’s broadened and deepened integration into the world economy as the year in which Vietnam must deliver on its commitments to the WTO and the year in which it enters a new era of trade normalization with the US after the latter officially granted Vietnam Permanent Normal Trade Relations (PNTR). 2007 is also the second year under Vietnam’s 2006-2010 Socio-Economic Development Plan. In this context, both opportunities and challenges of great magnitude have emerged intertwined.
