Workshop seeks input on draft decree to implement Law on Laws

The draft regulation consists of 203 articles detailing major issues ranging from regulatory impact assessment of policies in law- and ordinance-making proposals; publishing, examination and review of legal documents, to funding and human resources for legislative work.

The draft paper also deals with the translation of legal documents into foreign languages and ethnic minority languages, saying that all laws and resolutions of the National Assembly and ordinances and resolutions of the National Assembly Standing Committee must be translated into English and published online.

Speaking at the workshop, Vietnam Law and Legal Forum magazine’s editor-in-chief Nguyen Minh said the magazine has translated into English some 7,600 legal documents over the past 20 years, helping disseminate Vietnamese laws and regulations to the world.

He proposed the Ministry of Justice to provide assistance in the translation work, including giving advice on the creation of Vietnamese-English legal glossaries and holding training in the translation of legal documents.

NLD Project Director Isabeau Vilandre emphasized the necessity of translation of legal documents into foreign languages, saying it would help Vietnam in the international integration process as the country has just concluded negotiations on the Trans-Pacific Partnership agreement and signed many free trade deals.

The country should enable foreign investors to access legal information of Vietnam at both central and local levels as a way to help them lawfully and effectively do business and operate in the country, Isabeau said.- (VLLF)
