A Government resolutions issued on August 29 stated that stabilizing the macro-economy, and curbing inflation were still top priority for the rest of the year.

The resolution also talked about ensuring social welfare and maintaining steady growth.

The resolution noted that changes in socio-economic development had positive effects, despite the great difficulties caused by the global economic slowdown, and resulting weakness in the domestic economy so far this year.

Industrial growth rates have increases by a lower-than-expected 16.4 per cent compared with the same period last year.

The resolution stated that timely policies measures had helped stabilize the credit and financial systems, ensuring liquidity among credit organizations.

Along with curbing inflation and stabilizing the macro-economy, the Government had instructed ministries, industries, cities and provinces to implement social welfare policies to support the poor, especially people recently affected by flooding in northern provinces.

The resolution also emphasized five key tasks. These include the further tightening of monetary policy and interest rate flexibility.

The State Bank of Vietnam has been told to adjust foreign exchange rates according to demand. The State would need to strengthen its management of foreign currency trading, said the resolution, adding that the country must focus on increasing exports and limiting the trade deficit to ensure stable prices of essential commodities, like oil, gas, food, steel and fertilizer.

The adjustment of oil and gas price should adhere to market principles, the resolution said, as the State no longer provides subsidies to those industries.

The Government should focus on stabilizing electricity, clean water, coal and transportation prices in the coming months, said the resolution, which also requires the State Bank of Vietnam to direct commercial banks to provide additional credit facilities for manufactures of essential commodities.

The Ministry of Industry and Trade was asked to instruct Electricity of Vietnam to ensure the electricity supply.

The resolution also pointed out more social welfare policies should be implemented, such as subsidizing off-shore fishing, providing kerosene to ethnic minority people, and providing free health care services to children under six-years-old. It said that ministries, industries, cities and provinces should coordinate with press offices to ensure that transparency of socio-economic development policy.- (VNS)
