Action program for legislative innovation launched
The Government on May 17 adopted Resolution 140/NQ-CP, approving an action program to implement Politburo Resolution 66-NQ/TW dated April 30, which outlines a roadmap for reforming the law making and enforcement processes in order to better serve the national development in the new era.

The Government on May 17 adopted Resolution 140/NQ-CP, approving an action program to implement Politburo Resolution 66-NQ/TW dated April 30, which outlines a roadmap for reforming the law making and enforcement processes in order to better serve the national development in the new era.

The program aims to institutionalize and fully implement the viewpoints, objectives, tasks, and solutions set forth in Resolution 66-NQ/TW.

Specifically, within this year, it seeks to fundamentally eliminate regulatory bottlenecks. By 2027, the goal is to complete the revision and issuance of legal documents to establish a unified legal framework in harmony with a three-tier government structure. By 2028, the country is expected to complete the legal framework for investment and business activities, helping position Vietnam among the top three ASEAN countries in terms of investment environment.

The Resolution assigns specific tasks to ministries, sectors and localities to prepare action plans on, and carry out regular inspection, supervision and evaluation of, the implementation of Resolution 66-NQ/TW. The overall objective is to build a democratic, equitable, unified, transparent, and feasible legal system, supported by an effective and coherent enforcement mechanism. The legal system is expected to facilitate smooth and uninterrupted operations of agencies following the institutional restructuring and remove barriers to innovation and development.

It is also targeted to mobilize the participation of citizens and enterprises in the socio-economic development, striving for the target that, by 2030, Vietnam will become a developing country with modernized industry and upper-middle income; and a developed country with high income, oriented toward socialism by 2045.

In light of this, the program sets forth seven key tasks. These include enhancing the comprehensive and direct leadership of the Party in law-making, renovating ways of thinking and orientations toward a dual objective, ensuring effective state management while fostering innovation to mobilize all available resources for development, and creating breakthroughs in the law enforcement process to ensure fair, consistent, timely and effective implementation.

Furthermore, it calls for effective performance of international cooperation and application of breakthrough solutions to improve the quality of human resources engaged in the law making and enforcement.

The program also requires the intensification of digital transformation and application of artificial intelligence and big data in, and implementation of a special financial mechanism for, timely and effective law making and enforcement.- (VLLF)
