Based on the practical conditions of localities where industrial parks, export processing zones, economic zones or hi-tech parks are located, management boards of these parks or zones may be authorized by provincial-level Labor, War Invalids and Social Affairs Services to grant, renew, extend or withdraw work permits for their foreign employees and work books for their Vietnamese employees.
This move of decentralization is stipulated in Labor, War Invalids and Social Affairs Ministry Circular No. 13/2009/TT-BLDTBXH of May 6.
Under the new rules, management boards may also register salary ranks and payrolls of enterprises in these parks or zones, labor internal rules and collective labor agreements, and plans to send laborers of these enterprises to work on probation overseas for less than 90 days.
They are also assigned to receive reports from the enterprises on signing, performance and termination of labor contracts and obliged to biannually or annually report to provincial-level Labor, War Invalids and Social Affairs Services on the performance of their assigned tasks.-
