Death penalty to be abolished for some crimes
The Ministry of Public Security has proposed death penalty be abolished for 12 crimes, including smuggling, production of and trading in fake goods, and hijacking.

The Ministry of Public Security has proposed death penalty be abolished for 12 crimes, including smuggling, production of and trading in fake goods, and hijacking.

The proposal will serve as a basis for the National Assembly to amend an important section of the 1999 Penal Code under which death penalty applies to 29 crimes.

Other crimes which would not be subject to death penalty include appropriating property through swindling; making, storing and circulating counterfeit banknotes; organizing the illegal use of narcotics; peculating property; giving and taking bribe.

According to the proposal, death penalty should apply only to particularly serious crimes, crimes committed in a heinous manner, and crimes seriously threatening the community or national security.
