DECISION No. 105/2009/QD-TTg: Industrial clusters not to be larger than 75 hectares

Under the Regulation on management of industrial clusters promulgated together with Prime Minister Decision No. 105/2009/QD-TTg of August 19, an industrial cluster, which is established to provide grounds for local production establishments, small- or medium-sized enterprises, individuals and households that need to be relocated or reorganized or to scale up their investment, will have a maximum area of 50 hectares. In case of necessity to expand an existing industrial cluster, its total area after expansion must not exceed 75 hectares.

Processing of agricultural, forest and fishery products, production of new products or import substitutes; industries using local materials or large numbers of laborers; allied industries; and industries applying modern and environmentally friendly technologies will be prioritized for investment in industrial clusters. Polluting production establishments will also be arranged in new industrial clusters after being relocated from craft villages or residential areas.

From October 5, enterprises operating in industrial clusters may use land and have their land use durations extended under the land law; sublease or transfer their land areas, workshops and assets on leased land under law; contribute capital for building and dealing in infrastructure under agreements with infrastructure developers; and enjoy supports for labor recruitment and training.-
