From mid-October, agencies, organizations and individuals, both Vietnamese and foreign, other than core defense industry establishments and industry establishments mobilized for defense industry activities, may be licensed to conduct research, manufacture, repair and modernization of weapons and military equipment; provide commercial, investment and technology transfer services, construct infrastructure, procure and store supplies and technical equipment, and train and retrain human resources to perform defense and security tasks.
When satisfying specified conditions, including strict observance of Party lines and State laws, commission of no infringement upon national sovereignty and legitimate rights and interests of the Vietnamese State and citizens, commitment to implementing contractual terms and other conditions, eligible entities may be selected to enter into defense contracts to receive special-product orders from defense authorities or participate in bidding for these contracts. They will be entitled to incentives and supports for investment and scientific and technological research, and relevant services under current regulations on defense industry.
Also specified in Prime Minister Decision No. 111/2009/QD-TTg of September 1, on conditions and procedures for participation in defense industry activities, are powers and responsibilities of participants in defense industry activities and management of these activities.-
