DECISION No. 30/2008/QD-TTg: National modern healthcare network planned

As stated in the master plan on development of medical examination and treatment network up to 2010, with a vision to 2020, which was approved by the Prime Minister under Decision No. 30/2008/QD-TTg of February 22, a medical examination and treatment network will be built and developed to suit national socio-economic development and conditions, satisfy public healthcare needs and ensure medical services up to advanced regional quality standards.

The master plan sets forth specific objectives to be achieved by 2010: there will be around 190,000 patient beds throughout the country and 20 beds for every 10,000 people (two of which are privately funded). By 2020, these figures would be 250,000, 25 and 5, respectively.

It also attaches importance to the maintenance of general regional clinics in mountainous and remote localities where communal health stations are unable to provide surgical facilities or provide ordinary medical examination and treatment services even though all communal health stations have received further funding and been consolidated in terms of infrastructure, equipment and personnel to attain national standards by 2015.

State hospitals will have greater autonomy and accountability for human resource training, administrative reform in medical examination and treatment processes and financial management. Forms of private medical examination and treatment will be further diversified and for both state and private hospitals will receive equal legal footing.-
