The Government issued this Decree on July 18, detailing and guiding a number of articles of the Law on Thrift Practice and Waste Combat.
The Decree applies to agencies, organizations and individuals that manage or use state budget, state money or property and natural resources; agencies and organizations that manage and employ laborers within the state sector, and other organizations and individuals as defined in the Law.
According to the Decree, competent agencies or organizations shall promulgate norms or criteria serving as bases for practicing thrift and combating waste and assessing, inspecting and supervising thrift practice and waste combat.
Waste in excess of the permitted level shall be dealt with according to the provisions of law. Heads of agencies or organizations that use state budget, state money or property, labor and working time within the state sector, and natural resources are required to formulate specific programs on thrift practice and waste combat for their agencies or organizations.
