DIRECTIVE No. 22/2007/CT-TTg:
Administrative reforms encourage private enterprises

In order to create more favorable conditions for the development of private enterprises, the Prime Minister issued Directive No. 22/2007/CT-TTg on October 26 to request ministers, heads of ministerial-level agencies and independent government agencies and presidents of provincial/municipal People’s Committees to personally direct the application and performance of tasks under the Program of Action for development of small- and medium-sized enterprise during 2006-10; formulate and implement a mechanism for effective coordination among state administrative agencies to facilitate the completion of administrative procedures for enterprises; and systematize, review and assess impacts of relevant legal documents concerning expenses required for business operation of private enterprises and promptly annul according to their competence or propose competent authorities to annul or revise regulations no longer in line with renewal policies, the Law on Enterprises, state administrative requirements or the process of international economic integration.

Local administrations are requested to direct functional agencies to create all lawful conditions for starting enterprises and developing production and business, promptly addressing procedural problems and answering inquiries of entrepreneurs; organizing the strict implementation of the mechanism for inter-branch coordination among agencies in charge of business registration, tax registration and seal carving for enterprises.

The business registry office and the investment registry office are consolidated into a single office for the purposes of creating a one-stop shop.

The Ministry of Home Affairs should study and submit to the Prime Minister a pilot scheme on authorizing one or two professional associations to grant practice certificates and certificates of origin.

In 2008, the Business Information Portal will be further upgraded in order to supply information and links to information sources on Government policies, legal provisions on business and business licenses, and Government financial support funds.-
