Government addresses delays in law enforcement
According to incomplete figures of the Government Office, as many as 135 documents detailing and guiding the enforcement of laws and ordinances (not to mention 10 laws and one resolution passed in the first half of 2006) had not, by August 4, been promulgated by ministries and other Government agencies as scheduled. Among laws which have become effective but cannot yet be enforced because of lack of such guiding documents include the Investment Law, the Enterprise Law, the Bidding Law and the Intellectual Property Law.
